In the Lebanese context, due to a progressive arrival of many Syrian refugees, the pre-existing economic issues escalated and the Municipalities are struggling to guarantee an appropriate management and distribution of services. Moreover, there is an increase of social tensions (communal and sectarians) and pressure on the Municipalities which derives from a strong increase of service demands. To tackle these issues, in close collaboration with partner Municipalities, the project proposal is, on one side, to reinforce the public services for the communities - improving their quality – on the other, increase the disposable incomes for Baalbek and Hermel Districts population. Specifically, rapid employment opportunities for the most vulnerable groups, rehabilitation and/or creation of public infrastructures (schools, sewerage and water network). The project also applies a gender approach, in order to encourage women’s employment, and a wider effort to increase the resilience of the hosting and hosted communities.
